Ryan M. Pacyga enjoys a reputation as an aggressive and

Tom Sieben was born and raised in Hastings, Minnesota. He
is a third-generation lawyer in the Sieben family and devotes
his practice to representing the accused. Tom graduated from
St. John’s University in 1999 and from William Mitchell College
of Law in 2002. He is admitted to the bar in Minnesota and
in Minnesota federal courts. Tom was inspired to represent
individuals while he was in law school and working for the
Ramsey County Public Defender as a student attorney. He
has successfully represented hundreds of clients throughout
Minnesota, with trials in Hennepin, Washington, Dakota,
Morrison, Ramsey, and Goodhue Counties. “I love what I
do. I love this system. Our rights are vital and I fight hard to
protect them.”
William “Harvey” Skees has earned a statewide reputation in
Minnesota as The DUI Guy and has consistently proven to be an
aggressive and successful advocate for his clients. Harvey is a
1998 graduate of the University of North Dakota School of Law
and has gained admission to practice law in both Minnesota
and the State of Washington. Harvey began his career as a
Judicial Law Clerk in the Eighth Judicial District in Minnesota
and has practiced almost exclusively in the areas of DWI and
criminal defense and related civil implied consent proceedings.
Harvey is also an avid triathlete and completed Ironman
Wisconsin in 2010.
Amy L. Court practices in the area of civil litigation, focusing
primarily on employee benefit litigation and ERISA litigation.
Ms. Court represents and counsels trustees of multi-employer
fringe benefit plans in matters relating to the enforcement
of the contribution and related obligations in collective
bargaining agreements and trust agreements, subrogation,
and withdrawal liability. In addition Ms. Court defends benefit
plan trustees in claims for the wrongful denial of benefits.
Ms. Court is a graduate of the University of St. Thomas and
William Mitchell College of Law.

Frances E. Baillon practices exclusively on behalf of plaintiffs
in the area of employment law. Ms. Baillon has litigated
cases in state and federal court. She has also argued cases
before the Minnesota state and federal district courts, the
Minnesota Court of Appeals, the Minnesota Supreme Court,
and the Eighth Circuit Court of Appeals. She has co-authored
articles published by MTLA and Fordham Urban Law Journal.

Prior to joining Halunen & Associates, Ms. Baillon worked in
private practice for seven years.
Ingrid Culp is a shareholder in Fredrikson & Byron’s
Employment & Labor Group, practicing in the area of
employment law counseling. Ingrid counsels and trains
employers on a wide spectrum of employment law matters
including discrimination and harassment laws, wage-and-hour
issues, hiring and firing, discipline, employee testing,
employment policies and handbooks, workplace investigations,
employment agreements, non-compete agreements, severance
agreements, and reductions in force. Ingrid also advises and
defends employers involved in administrative proceedings
such as charges of discrimination, wage-and-hour compliance
audits, and unemployment matters. She has written several
articles and frequently speaks at seminars on employment
law topics.
Christopher D. Joz wiak practices exclusively in employment and
class action litigation. He handles cases for plaintiffs involving
retaliation, sexual harassment, wage-and-hour violations,
discrimination, and whistleblower reprisal. Mr. Jozwiak
graduated cum laude from both Macalester College and the
University of Minnesota Law School. In law school, he served
as a judicial extern to the Honorable David S. Doty and was the
Executive Editor of the Journal of Law and Inequality. Currently,
Mr. Jozwiak sits on the Governing Council for the Minnesota
State Bar Association’s Labor and Employment Section, is
a regular speaker on employment matters, and is an active
member of the Federal Bar Association.
